Data center commissioning levels 1 to 5 explained
What happens at each level of data center commissioning, from factory testing to integrated systems testing, and the people each stage needs.
Quick answer: data center commissioning is the structured process that proves a facility works as designed before it carries live load. It is usually described in five levels, moving from individual equipment checks to a full integrated systems test of the whole site.
Data center commissioning levels 1 to 5 explained | Reviewed October 2026
The five levels
Level 1, factory witness testing: key equipment such as generators, UPS and switchgear is tested at the manufacturer
Level 2, installation verification: equipment is checked on site against drawings and specifications
Level 3, start up: each system is energized and started under controlled conditions
Level 4, functional performance testing: systems are tested through their full range of operating modes
Level 5, integrated systems testing (IST): the whole facility is tested together, including failure scenarios, under simulated load
Why it matters
A data center is built to keep running through failures. Commissioning is where that promise is proven. Problems found at Level 5 are far more expensive than those found at Level 2, so strong commissioning teams catch issues early.
The people commissioning needs
Commissioning managers and authorities who own the plan and the scripts
Electrical and mechanical commissioning engineers
Controls and BMS specialists
Operations staff who join testing so they inherit a site they understand
Experienced commissioning engineers are among the hardest mission critical hires in the US, which is why many owners and contractors plan this recruitment months ahead of the testing program.
Common questions
What is data center commissioning?
It is the quality process that verifies every system in a data center is installed, started and performs as designed, individually and together, before handover.
What is IST in a data center?
Integrated systems testing is the final commissioning level, where all systems are tested together, including planned failures, to prove the facility responds as designed.
What does a data center commissioning engineer do?
They plan and run tests, witness equipment performance, record and resolve issues, and sign off each level so the site can safely carry live load.
